Every year, the State of Ohio evaluates school districts based on a variety of data gained from tests our students take in the spring.  This data is categorized into measurements that end up being our “rating,” providing a way to compare our district’s performance to state expectations and other districts.

At the September board meeting, Dr. Jill Chin and Nancy House, curriculum directors, presented the results from the 2010-11 State Report Card.  Milford was once again rated “Excellent,” and the stats show continued growth in our students’ development.

In addition to the State Report Card results, Nancy House shared other measures we are using as a district to determine if we are preparing our students appropriately.  Below is a summary of both these reports:

State Report Card

Test Indicators
Districts are first evaluated on 64 test indicators across grades (such as math or language proficiency).  Milford met or exceeded proficiency in all 64 of these areas.  In 38 out of 64, we exceeded 90% in our proficiency rate.  In addition, we met additional indicators such as attendance and graduation rates.

Performance Index
The state’s Performance Index goal is 100; this indicates a district’s students are performing at an acceptable level.  Milford’s Performance Index has continued to grow every year, from 101.5 in 2008-09, to 104.0 in 2009-10, to 104.4 in 2010-11.  Our priority is achieving higher levels of excellence in this Performance Index, which shows our students are continuing to perform at higher levels.

Adequate Yearly Progress (AYP)
AYP looks at the overall performance of various subgroups based on the demographic makeup of the district.  Milford has six subgroups that are evaluated:  all students; white; economically disadvantaged; Asian/Pacific Islander; African-American; and students with disabilities.

The district met AYP for all groups.  Three schools did not meet AYP for one subgroup; a plan is in place to address this moving forward.

Value Added
The Value Added measure looks at student growth over a year’s time:  did each student experience a year’s growth over the past school year?  This is a measure for only grades 3-8.  The district met the Value Added goal.  However, the state expects districts to meet this goal.  If a district exceeds this goal, “with distinction” is added to the rating.

Because Milford only met and did not exceed Value Added last year, our rating is Excellent but not Excellent with Distinction.

Other Measures

College & Career Readiness
Since a school district’s job is to prepare our students for life after school, it’s only appropriate to look at how ready our students are for college or a career.  There are several measure we are using right now, and we are looking into other options (such as qualitative input from graduates and the new Milford Report Card).

ACT Composite Score
Students intending to attend college take the ACT test.  The number of students taking the test, as well as the composite score, are good indicators of how prepared our students are for college.  Between 2009 and 2011, our composite score increased from 23.2 to 23.4.  While this is no a tremendous amount, the score is higher than the state average and also more students have been taking the test every year.

Advanced Placement Testing
Taking AP classes are what colleges identify as the single-best factor to prepare a student for college.  A score of 3 or higher on an AP test indicates the student has mastered the material; many colleges and universities provide either credit or place out for higher scores.  And just going through the AP class and test process is empowering for students as they learn they can handle more challenging materials and formats.

AP Equity & Excellence
The first measure of our AP program’s success is the percent of seniors who are receiving a 3+ on the tests.  This number is figured by taking the number of seniors who score a 3 or above on at least 1 AP exam and dividing it by the total number of seniors.  In 2010, this was 19.6%, and it grew to 25.9% in 2011 – a huge jump in one year.

AP Enrollment
Another factor we use to evaluate AP success is the number of students taking AP classes.  This has also grown considerably over the past few years:
2009:  130 students took 217 tests
2010:  168 students took 292 tests
2011:  277 students took 480 tests

21st Century Skills
The skills identified as necessary for our children in this century are: collaboration; critical thinking & problem solving; communication; and creativity & innovation.  As a district, we are working on ways to incorporate, measure and evaluate these skills.
